AALO, Aug 18: The completely renovated Eye OT (operation theatre) with air conditioning, cool water storage machine and equipments sponsored by Tumnya Karbak and initiated by Lions Club of Aalo was inaugurated by MLA Nyamar Karbak on August 15.
Addressing a meeting organised by the Lions Club of Aalo at General Hospital, Karbak said that any little contribution by way of gesture towards health delivery system can come handy for the suffering people and urged the club to live up to its commitment.

Gain more skills for better avenues, Byaling
DAPORIJO, Aug 18: Minister Home, Power & NRE Tanga Byaling expressed his dismay over the small number of graduating students in the first batch and hoped for an improved number in the future. He advised the students to concentrate on gaining more skills and qualifications to be eligible for better jobs and better prospects in life.
Byaling was addressing the first batch of 28 graduates of Government College Daporijo who were felicitated in a ceremony attended by the Byaling, MLA Dikto Yekar, DC Komkar Dulom, SP Taru Gusar, HoDs, the teaching faculty and students at the college campus today.
The Minister advised the students community to concentrate on studies as against any other work as they were the future of the district and would have a say in shaping the future prospects of the place. He also advised them to respect the teachers and inculcate the feelings in youngsters as it was the teachers who had a large hand in shaping their lives and providing them with knowledge.
Local MLA Dikto Yekar and DC Komkar Dulom also spoke on the occasion advising the students to become good examples for the future generations of students by their good work and deeds. They too advised the students to gain more skills, qualifications and knowledge before they entered the workforce to be better equipped in life.

Tuki visits home constituency
ITANAGAR, Aug 18: Chief Minister Nabam Tuki in his short whirlwind tour to his home constituency Sagalee on Monday inspected various ongoing projects of State and Central sponsored programmes. ITI for women, augmentation of water supply and mini secretariat were among few sites which the CM took a round of.
He also laid foundation stones of outdoor stadium and new community health centre building during the visit.
During a meeting with district heads, heads of offices of Sagalee and PR leaders at Pil Putu, he expressed satisfaction over the quality of work. ITANAGAR, Aug 18: Claiming that one Kenpu Dong of Govt Middle School, Liruk, was abetted into committing suicide by some miscreants yesterday, the Akom Welfare Society has urged upon the Daporijo police to immediately arrest the culprit/s involved.
Further alleging that an altercation that began on the night of August 15 had led to the brutal assault of the girl just before the girl was found hanging in her room at Veterinary colony of Daporijo, the society sought exemplary punishment to the perpetrators of the crime.

Keeping in mind this severe weed infestation problem, the group has taken up loranthus and weed eradication programme in proper scientific way, followed by stem plugging and injection to control trunk borer infestation. ITANAGAR, Aug 18: Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) in a release stated that it was not against a Naga Peace Accord which does not disturb the peaceful atmosphere and territorial integrity and sovereignty of Arunachal Pradesh.
“Some sections of the people with vested interests are trying to defame IFCSAP for welcoming the Naga Peace Accord initiated by Govt. of India. No wrong message should be spread since IFCSAP had only welcomed the peace process initiated by Govt. of India with NSCN (IM),” IFCSAP said in a release.

ITANAGAR, Aug 18: Students from Arunachal who were selected to undergo four years Bachelor of Dental Sciences course based on their Arunachal Pradesh Joint Entrance Examination (PCB) 2015 has been left in serious trouble with MHRD refusing to grant permission to admit new students.
Directorate Higher and Technical Education in response to a question from this daily said that MHRD’s letter cancelling allotments of seats reached them after the students were already allotted the seats by the department. It said that seats were allotted based on last year’s approved quota.
Dental College, RIMS, Imphal has a capacity of 50 students drawn from all over the country.
However, the students who are already students in the institute will not be impacted by the latest decision of the centre, according to an official source.
Kaling Siram with APJEE ranking of 31 followed by Obinam Muang and Jina Nacho and Keter Loya ranked 31, 32, 33 and 34 were allotted the dental seats this year by the Directorate of Higher and Technical Education based on their performance at the state entrance exam.
Elison Siram, whose son is one of those affected by the decision, said that children are suffering for no fault of theirs.
We came to know that the Dental Council has disapproved the College only after we were at the college to seek admission, he said.
Now, the students in a joint letter to the state government have petitioned for alternative seat arrangement for students selected for admission in RIMS dental College.
Now, the solution lies with the Director, Medical Education (I&R) and Department of Higher and Technical Education how they accommodate the students who have been deprived of a chance to start their four year course.

ITANAGAR, Aug 18: Chief Minister Nabam Tuki today inaugurated the first ever all women banking institution of the state – the women branch of Arunachal Pradesh State Cooperative Apex Bank at Naharlagun. The fully computerized all women branch – after the all women police station at Itanagar – will be manned by only women staff of the bank. Besides other banking facilities like NEFT, RTGS, etc, the branch would also offer lockers to women customers for safe custody of valuable assets like ornaments, documents, traditional belongings, etc.

Where have our engineers gone ?

The Engineering departments in the state should consider themselves extremely fortunate that people of Arunachal never ask them uncomfortable questions. The day people start asking questions, these departments will have to come up with rather very good excuses, because physical achievements are close to nil. But than what can we expect from the state where top engineers are known more for financing candidates, if not sponsoring wives and siblings to stand in elections.
PWD, RWD, PHED and Power department have 18 Chief Engineers combined. PWD alone has 8 Chief Engineers, a case of serious overcrowding in a state like Arunachal. The numbers can't be ignored anymore because the output is pathetic, to say the least. The capital road, if we can call it roads is one example of just how seriously rotten the system is.
A point has come where no amount of explanations, statistics, and facts and figures from the department and its contractors is going to make sense anymore. The politicians are not bothered. Their worry is to win elections and that necessarily do not amount to being worried about the state or the welfare of its people.
The only few meters of road worth calling a road and have withstood the rains are the ones leading to Raj Bhavan and Chief Minister's bungalow. The case is same everywhere else in the state. There have been instances where people dreading the lack of quality work have downrightly rejected PWD in the state. Do we need to say more?
Roads, water and power are basic necessities for citizens. If we can't get it without demanding so vociferously, there must be something seriously wrong somewhere. We can't be forever blaming the rain for bad roads, the soiled water and the electric poles that seems to fall off so frequently.
The works department cannot afford to be so sluggish for so long. Enough time and resources have been provided and blame game need to stop. If the departments cannot guide the contractors to come up with quality work, it does not reflect on the contractors. It shows utter lack of accountability and responsibility on the part of those signing the cheques.
Like elsewhere, people of this state deserve provision of bare minimum necessities like road communication, power and water. Even in a state where people have not learnt to ask questions as yet, the departments seriously need to introspect where they have gone wrong. Perhaps the answer is going back to basic engineering and being more responsible to the job assigned and to the people. Road network worthy to be called a road, drainage, pedestrian paths, taps with running water and bulb that at least flickers is what the people of this state deserve, if not respect from these government departments.

Presiding over the meeting the Chief Minister called for all out efforts in pursuing with line ministries of Government of India to achieve the expectations of all centrally sponsored schemes projected by the departments which have been reflected in the Budget. He said this will be one of the important criteria for judging the performance of departments from this year.
Tuki suggested optimum utilization of the Delhi Resident Commissioner’s office for pursing CSS with the line Ministries of the Center. He also suggested a time frame of seven months of efforts and laid emphasis on performance implementation giving direct benefit to the people.
Since all CSS have been made a part of the State Plan, the Chief Minister asserted that the Planning Department needs to coordinate all such schemes for which the government has decided that any proposal / Utilisation Certificate to be submitted to Government of India should be routed through Planning Department. Accordingly, Finance Department should also keep the Planning Department informed about all receipts and releases under CSS.
Tuki informed that the cabinet has decided to provide state share in advance to crucial sectors such as health, education etc while the state share against other CSS will be released on time subject to submission of all relevant information and records by the departments concerned. He advised the departments to provide complete information to the departments of Planning and Finance in this regard to enable them to release the state share at the earliest.
In order to streamline the planning and implementation process, the Chief Minister called for a system of quarterly review meeting at the Chief Secretary level and report be submitted to his office. He also directed the Commissioners and Secretaries to make tours of the districts and review the development process and implementation of schemes.
SDC will hold its 1st phase of meetings from 19th to 25th August with departments having no or very small component of CSS. Concerned departments have been informed accordingly while the 2nd phase will be intimated shortly.
President bereaved as wife dies at 74
Governor, CM mourn death of First Lady
ITANAGAR, Aug 18: Suvra Mukherjee, wife of President Pranab Mukherjee, died at New Delhi this morning, 11 days after she was hospitalised in a critical condition, reports PTI from New Delhi. She was 74 and leaves two sons Abhijit, a Congress MP, and Indrajit and daughter Sharmistha, a spokesperson of the Congress.

Children’s library at Bana inaugurated
SEPPA, Aug 18: The Children’s Library made possible by initiative of Bana EAC office and ICDS Project was formally inaugurated by Seppa ADC Pooja Jain. The library is within the office of EAC Bana.
Five schools of Bana were given a wall each of the library for wall paintings. The beautifully decorated walls by the students with best of their abilities were totally appreciated by ADC Jain.
Library targets the Anganwadi kids and primary school going children informed, Abu Taba, i/c EAC cum BDO Bana. He said that currently the library has 195 books covering various subjects, comics, picture books, encyclopedia etc contributed by individuals. He asked the children to make best use of the library and help each other learn from it.
Bana CDPO D.K. Thungon briefed the gathering on the back ground behind the library. He hoped that the just concluded annual interschool literary and arts competition in Bana would continue.
The competition is conducted every year by the offices of EAC and CDPO. This year too folk story writing, poster making, poem writing and Quiz competition were conducted.
Pooja Jain said she was honoured to be part of the noble initiative and appreciated the effort of the officers.
She requested the PRI members and public to contribute to the library. Gifting a book to Library on child’s birthdays can be way to contribute to the library, she said. Later on, she had lively interactive session with school children.

Principal Monitoring and MIS, National Skill Development Corporation, New Delhi Dr Sapna Poti highlighted about the new paradigm of skill development in North East states with special reference to Arunachal Pradesh and MD, Sigur Green Tech, Odisha Dr. P.K.Ranjan, dealt in length the need, challenges, training and employment opportunities in alternate energy sectors with context to establishment of Solar Energy Research Centre with IGTAMSU.
Attending the programme, Parliamentary Secretary Education, Bamang Felix stressed on the need to generate skilled manpower, as govt. sector alone cannot provide employment to all.
“The present government under the dynamic leadership of Nabum Tuki is leaving no stone unturned to provide assistance in the form of job melas, special fund for unemployed engineers to set up their manufacturing units etc to encourage entrepreneurship. Lets us be job givers than be job seekers”, he said.
While congratulating the IGTAMSU team for roping in learned experts from across the country, Felix extended the governments support for its endeavour, and at the same time cautioned all the private schools and colleges across the state to refrain from making the campus as business campuses as the present government has adopted a zero tolerance in the education sector.
Also attending the programme, APCC President Padi Richo, who’s also the member of the Governing council, IGTAMSU and instrumental in setting up of the university at Ziro, appealed the people and the government to support the university to grow upto its potentials. He was positive that with passage of time the university will be able to produce skilled and trained people, to cater to the demands of technically efficient people. He requested the Chancellor of the university Arwind Kumar Das to provide free one year courses in computer education and PGT, to which the Chancellor readily agreed cementing their convictions to provide and not to derive. Richo also informed about the Google Hub that was inaugurated by Felix in August, 2014 which supplements the shortage of teachers by providing online and offline teaching aids.
Lower Subansiri SP Tumme Amo, who is also the advisor of IGTAMSU while speaking on the occasion dealt elaborately about the prevailing security scenario in the district and advised the students to be alert and not to misuse their freedom.
Director, IIM, Kashipur Prof. Gautam Sinha informed that the premier institution in collaboration with IGTAMSU will facilitate knowledge exchange by training the faculties and exposure trips for selected students from the state to premier institutes. Faculties of IIM, Kashipur will also provide technical support for various programmes of IGTAMSU.
Dr.P.K Ranjan also informed that the first of its kind Solar Energy Training and Research centre will be set up in collaboration with IGTAMSU, which would go a long way in garnering solar as alternate energy. Are we doomed to be in darkness forever?
Dear editor,
Through the columns of your esteemed daily, I would like to draw the kind attention of the power department of Basar town. Basar being one of the oldest Townships in the state is still deprived of many civic amenities, one of them being a proper power supply. Are we really doomed to be in dark forever?
The frequent power cuts have made it difficult for the denizens to live a life of normalcy. The routine of power cuts begin with the rays of sun falling on your window sill. Once it is daybreak, there's no electricity in the whole town. So without beating around the bush, it is a kind request to the power department to resolve the problem as soon as possible.

Merit will be the only criteria
Dear Editor,
This is in response to a letter published on 18th August in your esteemed paper under the heading "A different ratio" regarding unfounded apprehension cast against the IPR Department in conducting of UDC interview. Clarification about the allegation is given here:
It is true that the advertisement was published in 2012 for UDC, Projector Operator, and Helper but because of ban imposed by government for new recruitment, it was not conducted on time. The present interview is being conducted only after due approval of government was obtained.
Generally the ratio for interview is 1:3 but 1:5 is also under accepted norms. Necessary consultation in this regard was made with Administrative Reforms Department.
The entire process of interview is fair and there's no reason to believe that there will be nepotism or favoritism while selecting candidates.
The "Worried parent' should rest assure himself that there is no reason why his son can't get selected if he performs well in the examination as only merit will be the criteria for selection of candidates.

Erratic power supply
Dear Editor,
Some portion of Nirjuli, the gateway to state capital of Arunachal Pradesh and the hub of power distribution system for the state capital has been experiencing frequent power cuts.
Business establishments which depend on electricity have no proper opening time as the opening and closing time depends on the availability of electricity. Some shops open their business at 1.00 PM and some time at 5.00 PM all due to power cut. On enquiry it reveals that some repair and maintenance work is going on so the power cut. How soon the dream of 24x7 hours of electricity is going to be a reality. What is the meaning of producing surplus electricity if we are not able to distribute it to the consumers in a hassle free way?
